Dr. Steven Oluic

Dr. Olic is a retired US Army Colonel of the US Army Corps of Engineers. His career spans more than 27 years, including 10 years overseas in both combat and in construction engineering battalions with assignments and deployments in Bosnia, Germany, Iraq, Korea and Mauritania.

Dr. Oluic received his BA from Case Western Reserve University, his MS from the University of Cincinnati, and his doctorate from Kent State University. He is also a graduate of the German Armed Forces Command & Staff College and a highly regarded scholar and lecturer speaking regularly to members of the Department of State, the Defense Intelligence Agency (DIA), the National Counter-Terrorism Center (NCTC), and the Federal Bureau of Investigation (FBI), among other institutions. He has actively collaborated with the Combating Terrorism Center at the U.S. Military Academy, and has presented at numerous FBI Joint Terrorism Task Force training events nationally.

Dr. Oluic is a highly decorated officer having received numerous awards including the Legion of Merit, the Bronze Star Medal, seven Meritorious Service Medals, two Army Commendation Medals, the Joint Service Achievement Medal, three Army Achievement Medals, and an Air Force Achievement Medal.

David Salcedo

Mr. Salcedo is a seasoned and highly regarded law enforcement executive from Southern California. He has more than 27 years experience in law enforcement and currently holds the rank of Captain of a municipal police department in Los Angeles County, overseeing the Patrol Bureau, including the Special Operations Division. Mr. Salcedo’s career assignments include Commander of Special Operations Bureau (SWAT, Narcotics, Vice / Intelligence, Terrorism Liaison Unit, Gangs, Special Enforcement Team and Traffic Unit), Patrol Bureau (Patrol Operations and Jails), Detective Bureau Personal Crimes & Property Crimes Divisions, Commander (Homicide, Robbery, Assaults, Fraud, Special Victims Crimes, Property Crimes, etc.), Internal Affairs Investigator, and in business and human resource management. He has previously been deputized as an FBI Agent & US Marshal for a specialized Federal Task Force assignment.

Mr. Salcedo holds a Bachelor’s Degree in Occupational Studies & Leadership from California State University, Long Beach, CA, and a Master’s Degree in Public Administration & Leadership from California State University, Northridge, CA. He is also a graduate of the Federal Bureau of Investigation’s National Academy, 244th Session. He has over 600 hours of advanced officer training through the California Police Officers Standards and Training curriculums.

Mr. Salcedo has been deployed as a command level tactical and intelligence coordinator for projects and events such as the Space Shuttle Endeavor’s move through Los Angeles, the Dalai Lama’s visit to the LA Forum in Inglewood, First Lady Michelle Obama’s visit to Los Angeles, Intelligence & Operations Commander for the MTV-Video Music Awards and various other high profile events. He has also provided technical & intelligence consult and asset leadership & coordination for the Station and Diamond Bar Fires in Los Angeles, CA and for numerous civil disobedience and demonstration events. He is also a noted advocate for improving the quality of life and security for community members in Los Angeles, CA.

Joe Gallegos

A Law Enforcement and Security Professional with an extensive background in Hostile Environment Close Protection & Intelligence Human Behavior Detection both Domestically and Internationally. Over 22 years of Operational Law Enforcement, Military and Private Sector Protective Security experience. Managed and supervised personnel on Intelligence and Security Programs in The Country of Iraq under US Department of State/Defense Intelligence Agency (DIA-US Military Intelligence) International Civilian Police Program with a Budget of $45 US Million Dollars for training and Equipment.

Trained various Iraqi Intelligence Agencies on biometric data intelligence gathering and implemented biometric human data programs and managed/advised and served as the liaison between Coalition forces and Iraqi Government pertaining to biometric data and Intelligence programs and interacted with U.S Military and Federal Law Enforcement and Intelligence Agencies in terrorism interdiction.

Operator/Trainer in Self Defense Hand to Hand Combat Instructor with over 28 years of martial arts training in various fighting systems; Trained law enforcement agencies on intelligence operations pertaining to Rail and Bus Transportation Systems and its Critical Infrastructures (CIs). Operated/Trained Domestically and Internationally Counter-Terrorism Intelligence, Tactical Mitigation Operations, Hostage & Rescue Management, Human Behavior, Gang Suppression, Surveillance, Land and Air Port of Entries Threat Assessments with an emphasis in the Middle East.

Coordinator and Counter-Terrorism Special Agent responsible for planning/writing /managing operational and deployment plans. Worked and trained with Department of Homeland Security Federal Air Marshal Service VIPR/Mobil Teams as well as other federal law enforcement agencies conducting Criminal/Terrorism and Drug Interdiction Operations.

Jorge Gallegos

Jorge Gallegos is a retired US Marine Corps Major with 23 years of military experience as a Military Police Officer and EA-6B Electronic Countermeasures Officer (ECMO). His career includes overseas deployments to United Kingdom, Germany, Italy, Japan, Korea, Thailand, and combat deployments to Iraq and Afghanistan. Mr. Gallegos’ awards include the Meritorious Service Medal, Air Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, Air Force Commendation Medal, Iraq and Afghanistan Campaign Medals.

Mr. Gallegos holds a Bachelor’s Degree in Political Science/Sociology from Black Hills State University, SD and a Degree in Criminal Justice Studies from the University of South Dakota. His military operational courses include the Army’s Military Police Officer Course, Naval Flight Officer Training, EA-6B Electronic Countermeasures Flight Training, Unmanned Aerial Vehicle Mission Commander Course, Navy and Marine Corps Information Operations Planners Course, Army’s Information Operations Planning Course, and Army’s Military Deception Planner’s Course.

Mr. Gallegos’ deployments to Iraq, Afghanistan, and Pacific Rim included assignments as a TEAMS (Tactical EA-6B Mission Planning) Officer, EA-6B Mission Commander and Unmanned Aerial Vehicle (UAV) Mission Commander. As TEAMS Officer he was responsible for updating the World Electronic Order of Battle (EOB) based on intelligence of country specific techniques, tactics, and procedures (TTP’s) and specific radar and communication threat systems. Flew over 90 EA-6B combat missions and accumulated over 350 combat hours providing vital electronic and communication jamming in support of combat ground forces. Over 95% of all combat sorties were accomplished at night under night vision goggles (NVGs). As a UAV Mission Commander he planned over 100 missions and flew over 400 hours of aerial reconnaissance flights with the Pioneer RQ-2B UAV and Scan Eagle UAV providing ground combat commanders with Electro-Optical/Infrared (EO/IR) imagery.

Mr. Gallegos’ last duty assignment prior to retirement was with Expeditionary Warfare Training Group Pacific (EWTGPac) as Department Head of the Information Operations Course. Mr. Gallegos was responsible for developing and presenting military courses to combat deploying units throughout the Navy and Marine Corps and primarily trained Marines and Sailors in the methodologies and concepts of Information Operations and its use in the execution of combat missions.

Col. Jack Jacobs

Colonel Jacobs is a retired colonel of the US Army and was awarded Medal of Honor for his bravery and actions during the Vietnam War. He has served in a wide range of military leadership positions, including as a platoon leader in the 82nd Airborne Division, a battalion executive officer in the 7th Infantry Division (United States), and a battalion commander with the 10th Infantry Regiment in Panama. Additionally, he spent two tours of duty in Vietnam, both times as an advisor to infantry units in the Army of the Republic of Vietnam.

Colonel Jacobs is a graduate of Rutgers University, where he earned both Bachelor of Arts and Master of Arts degrees.

Colonel Jacobs is currently a military analyst for NBC News and MSNBC where he appears regularly.
